  • We will gather additional information from the contractor, contact the facility owner and provide them the necessary paperwork and mapping.
  • In most situations we can expedite these documents much faster than the industry standard of two weeks.
  • Once the agreement is in place, the agreement will be presented to the contractor and facility owner for review and all the contractor will need to do is sign the agreement and send it back to the facility owner.
  • All necessary directions will be clearly explained to both parties.
  • The agreement will then be valid for at least one year depending on the facility owner's processes.
  • Agreements will be kept in our electronic file storage for any future reference.

Registration

Most companies are not aware, but the One Call centres do not know the locations of their underground facilities. This information needs to be provided to them.

A database is what our industry refers to as the list of legal land locations of where facility owners’ underground infrastructure is geographically located. This information needs to be submitted to One Call in order to be notified when ground disturbance is taking place near your facilities.

Initial database registration:
OCM will submit the initial database registration to One Call on your behalf. To obtain the facility locations we reference existing maps, survey plats, GPS reference points and survey drawings.

Updating database due to infrastructure changes:
Once the initial database is submitted, we perform monthly mapping audits to accommodate for infrastructure changes. While working with your people, we are able to work together on additions and deletions to your database.

Our customers understand the difficulty of consistently updating this data on their own and have relied on OCM to support them through this process, saving them valuable time and money!

Placement

As a contractor, make one phone call to OCM and we can place your One Call ground disturbance tickets for you.


OCM will look after all the responses on your behalf!

This will eliminate endless phone calls from each individual member responding to your request.

Screening

One Call Management responds on behalf of a wide range of customers regarding One Call locate requests. As a facility owner, whether you are required to join or not, One Call is the best choice and first step to a proactive approach to safe ground disturbance.

Your registration with the One Call centres allows OCM to begin the journey of safely protecting your facilities through our network of services.

The legislated time frame to respond to a One Call locate request is two business days in Alberta and Saskatchewan, and three business days in British Columbia. Having the One Call locate requests sent directly to One Call Management ensures that the tickets are managed within the allotted time frame.

We beat the competition with our ability to accurately screen 65-75% of all One Call locate requests. With fewer unnecessary field locates, we can increase our customers' savings by improving their bottom line.

Field Locating

After a ticket has been screened and we determine that a field locate is required, the ticket is forwarded to our field coordination department. From there, the dispatchers work together to manage the locate jobs in the most proficient manner possible.

Our dispatchers are field oriented and are knowledgeable about the ground disturbance industry. They work diligently to gather and transmit the vital information needed to allow our locate crews to operate at their fullest potential, providing the most accurate and efficient locates.

Inspections

Each company has their own standards for field inspections. Due to the varied legislative regulations and specific requirements established by individual buried facility owners, foreign crossings and encroachments can be complex for both facility owner, field personnel and the excavating community. There is no confusion, however, on the fact that damage to buried facilities can lead to disastrous consequences. At OCM, we have developed and provided our customers with a complete foreign crossing and encroachment management system.

As your foreign crossing and encroachment representative, we provide the direction to those proposing to conduct work within the vicinity of your buried facilities and, therefore, protect your interests during any proposed activities by outside parties such as landowners, contractors and other buried facility owners.

Depending on the circumstances and nature of work, this may mean supervision of the excavation site by a qualified inspector to ensure the continued safety of workers, environment and the buried facility. A detailed log of all work activity including safety reports, other supporting documents and digital photos are kept on file electronically and forwarded to our customer.

The end result is our team’s assurance that all authorized work within the vicinity of your buried facilities has been managed in a professional and cost-effective manner.

Field Agreements

What are ground disturbance field agreements?
There are times when the contractor proposing to do the ground disturbance is unaware that the intended work area is within 30 meters or crossing one or several underground facilities. These situations require a written authorization from the facility owner before any digging can occur.

This can leave the contractor scrambling to contact the facility owner to acquire the proper crossing or proximity agreements. Contacting the right person within a large organization to obtain these agreements can often be frustrating and time consuming.

What is the difference between Alberta One-Call Corporation and One Call Management?

Alberta One-Call is a nonprofit corporation that was established in 1994 to help prevent damage to Alberta’s underground facilities and infrastructure. Alberta One-Call requires anyone planning to disturb the ground in Alberta to communicate a request to the owners and operators of buried facilities in Alberta, who are members of the Corporation. The notification (ticket) is sent out to facility owners or the companies that represent them. The ticket is letting the facility owners know that somebody intends to disturb the ground near their facilities. The facility owner or representing company is required to respond and provide clearance or provide a locate of the underground facilities prior to commencement of the work. There is no charge to the ground disturber for this service. Corporation members are charged a nominal fee for each locate request transmitted to them.

One Call Management is a company within The Line Find Group that responds on behalf of some of the facility owners (members) that are registered with Alberta One-Call. One Call Management handles this responsibility for them. We only represent the companies that have signed on with us. We do not represent ALL Alberta One-Call members. One Call Management’s client is the facility owner. There is no cost to the contractor who placed the Alberta One-Call ticket.

What is the difference between a sweep and a One Call locate?

A One Call locate is when a facility owner responds to an Alberta One-Call locate request and determines that a physical field locate of the underground facility is required. One Call Management and Alberta Line Find conducts these locates on behalf of facility owners. One Call Management and Alberta Line Find do not represent all facility owners, only those that have signed on with us. Only the ERCB registered facilities are located. This service is still free to the ground disturber.

A sweep is when ALL locatable buried facilities in or near the work area are located. This is not a free service. It is up to the contractor to make arrangements for this and to pay for the service.

Why was my private power and gas lines not marked through the Alberta One-Call Process?

Utility owners are only responsible to locate the lines they have registered with Alberta One-Call. Utility owners are only responsible for the buried facility up to a meter and are obligated to mark the line up to the meter. After the meter the landowner is solely responsible for this line. Private utility lines such as private power or gas are not registered with ERCB and are not the responsibility of the utility company. They are the responsibility of the landowner because they are who owns the lines.

What are the benefits of a sweep?

In order to try and ensure that all registered and unregistered or unknown underground facilities are identified, many ground disturbers will make arrangements for a sweep. A sweep consists of four passes of the locate equipment at varying angles to ensure that underground facilities oriented at oblique angles are detected. This sweep will be conducted on all sides of the work area and any other area that the ground disturber determines will be disturbed. This safety measure is the standard for all oilfield related activities and has been used by other infrastructure project clients. This step along with placing an Alberta One-Call Locate Request is a proactive step ground disturbers can take that will decrease liability, increase efficiency, and improve safety. Having a sweep done first does not require a work area to be pre-defined. A ground disturber can have a general area swept and then select where within the swept area the work area will be. This service is not free and is the responsibility of the ground disturber to determine when a sweep is necessary or not.

Why are their difficulties locating water lines, fibreglass lines, and corroded pipes?

Line locating equipment commonly used by the line locating industry only locates metallic buried facilities that are capable of conducting an electro-magnetic signal. Water pipelines are usually a plastic material and are buried very deep, below the frost line. Without a proper locatable signal, water pipelines are approximated by referring to as-built drawings or mapping that has GPS coordinates. Locators are always observing their surroundings, on the lookout for scars or other telltale signs of an underground facility’s presence. In these situations of “approximating a line,” the next step would be to hydrovac to verify the location.

Will Alberta Line Find provide locates for my property?

We can provide locates on your property at a special homeowner rate, only if it’s locatable, conductive material.

How close can I dig to a buried facility?

If an encroachment or crossing agreement is present, ground disturbance may take place as close as five meters to the buried facility. If there is no agreement in place then ground disturbance must be at least 30 meters away from the buried facility. If a ground disturber requires digging within five meters of the buried facility alternative excavation methods may be required.

Can we drive over your buried facility?

Only if it is an upgraded gravel or paved road, or a township road allowance. Otherwise a crossing agreement and "ramping" are needed.

Where do I get agreements?

When the OCM Inspections department sends the ground disturber a conflict notice, we include the contact information needed to obtain agreements.
